Personalized Competency-Based Learning Master Teacher Cadre

Master Teacher Cadre

Each year the Success-Ready Students Network (SRSN) enthusiastically hosts the Personalized Competency-Based Learning (PCBL) Master Teacher Cadre (MTC)! This professional development program, hosted in partnership with the Missouri Department of Elementary and Secondary Education, is designed to equip educators with the knowledge and skills to master personalized competency-based learning (PCBL) through a dynamic blend of in-person and virtual experiences. The SRSN will be engaging over 90 teachers, college preservice professors, and RPDC consultants across the state through this effort, and plans to do so annually.

The 2025 application process has ended. Please check back in December for the 2026 application information.

What is the PCBL MTC?

Participants will deepen their understanding of PCBL and learn how to enhance classroom practices to design powerful, student-centered learning environments. As they engage with the content, they will build a collaborative network of educators dedicated to refining their craft.

By the end of the program, participants will have developed the expertise and leadership skills of a *master teacher*— an educator who not only excels in their own classroom, but also serves as a mentor and resource to colleagues, guiding them in the effective implementation of PCBL. These educators will be prepared to take on supportive professional development roles within their districts and across others, expanding the impact of PCBL and benefiting both teachers and students across their schools.

Need to Knows

  • This prestigious program has 120 slots available for educators across the state with all levels of personalized competency-based learning experience. Five of these slots in each cohort are designated for preservice instructors/professors and regional professional learning organization facilitators.

  • Applicants do not have to be part of a district that is a current participant of SRSN, noting no more than one participant from a district will be chosen.

  • The PCBL MTC will be divided into cohorts across the state to provide easily accessible locations (no further than 3-hours away) for the in-person trainings.

  • Those who participate in all sessions are eligible to receive a $1500 stipend paid by DESE at the end of June. Because two of the session dates are during contracted time in February, some participants may have their stipend reduced by $500 per their district’s board policy.

  • Selected participants will be notified via email by the last week in January.

Participant Commitments

Time Commitment: Two hours each month of pre-work and self study, two full days of in-person training in February (specific dates and locations will be announced by the last week in January to selected participants), three to four 150 minute virtual sessions Feb-May, and two full days of in-person training in June. In total, approximately 40 hours of learning will be completed.

Implementation Commitment: Participate in foundational learning that leads to action research in their classroom/building with a collection of evidence that shows the impact of their learning.

Collaboration/Mentoring Commitment: Work within a network of PCBL MTC teachers to learn, reflect and grow in PCBL practice; mentor and support other teachers in one’s district to grow in PCBL, at the end of the program serve as a regional model classroom and serve as a professional learning resource or facilitator for regional educational organizations.

District/Organization Commitments

  • Release the teacher for two days in February.

  • Provide (or allow) the teacher to request a substitute teacher and travel expenses.

  • Provide opportunities of support from the building/department leader and system leadership.

Attendance & Make-up Policies

  • To be recognized as a completer of the PCBL MTC, participants may miss no more than one full day. If a participant misses two full days, they are advised to wait for a future cohort to complete the program.

  • Participants who miss one full day will be provided with an alternative assignment. Assignments may include videos and additional materials from the program modules.

  • If a participant has a scheduling conflict, they may attend a session with another cohort. However, the cohort leader must coordinate with the other facilitator to confirm space availability before granting approval.
